I think that $11.99 is A LOT to pay for a single pack of pasta. This is a very high-quality pasta, using high-quality ingredients, and a unique flavor. I think that $3.60 is a very fair price for the product, but it is not a bargain price for pasta in general.

This pasta is certified “EU Organic Farming IT BIO 012 Agricoltura Italia.” It does not have a USDA organic certification and I do not know how the certifications compare.
